PURPOSE: A system for driving a water pump is provided to reduce exhaust gas by stopping the water pump until the temperature of coolant rises by a predetermined temperature. CONSTITUTION: A pulley unit(10) has a hollow shaft(12) inserted into the inside of an engine, and is connected to a crank shaft by a belt. An impeller(14) has a rotary shaft(16) inserted into the inside of the hollow shaft(12), and pumps coolant and supplies the coolant to the engine. A clutch unit is installed between the rotary shaft(16) and the hollow shaft(12), and controls the interlock of the rotary shaft(16) and the hollow shaft(12) according to the temperature of the coolant.
