PURPOSE: A system for regulating illegal parking/stop using a mobile communication network is provided to shorten the time from the disclosure of the parking/stop violation to the issuance of a fine notice by connecting with communication network. CONSTITUTION: A car register database(140) keeps the car information matched with a license number. Fine issuing servers(150) issue the fine notice according to a fine issuance file. A PDA(Personal Digital Assistant)(110) generates the regulation data by having a wireless modem(112), a camcorder(111), and a GPS(Global Positioning System) receiver(113). A parking/stop regulation server(130) inquires the car register information of the license number included in the regulation data to the car register database by receiving the regulation data from the PDA through the mobile communication network, generates the fine issuance file based on the car register information and the time, position, and photo information included in the regulation data, and provides the fine issuance file to the fine issuing server according to the car register information.
