PROBLEM TO BE SOLVED: To distribute the processing load of an access point device by selecting the access point optimal for performing a communication by a radio communication terminal. SOLUTION: A physical layer processing part 101 modulates a transmitted signal and demodulates a received signal. A MAC layer processing part 102 adds a MAC frame header to transmission data outputted from a high-order layer processing part 103 and receives a digital signal outputted from the physical layer processing part 101. An adjacent AP information table 105 stores information on the access point device extracted from the received signal. When a decision request signal is received from the MAC layer processing part 102, an accommodation destination AP decision part 104 decides which access point device is to accommodate the radio communication terminal by referring to the adjacent AP information table 105 and outputs an accommodation destination AP identifier to the MAC layer processing part 102.
