PROBLEM TO BE SOLVED: To set a threshold value in accordance with fluctuation in a one-way delay time. SOLUTION: The one-way delay time is periodically measured by a one-way delay measuring instrument 1. In a distribution function generating apparatus 2, a fluctuation component Dmin(t) of a minimum one-way delay time and a fluctuation component Dlfreq(t) of a maximum one-way delay time are found from a data group of one-way delay time in the one-way delay measuring instrument 1, and Dmin(t) is subtracted from Dlfreq to find a fluctuation component Dfreq(t) of the one-way delay time. A cycle C at which the one-way delay time regularly fluctuates is found from the found Dfreq to prepare a distribution function F(d, t) of the one-way delay time in all times within the found cycle C. The distribution function F(d, t) is imparted to an alarm generation device 3.
