PROBLEM TO BE SOLVED: To enhance the reliability of a public key certificate issued by an authentication station. SOLUTION: When a key is generated, biometrics information B of a user is obtained, secret information R is obtained, and the biometrics information B and the secret information R are used to generate a secret key SK for public key encryption. When the identity is authenticated, second biometrics information B' of the user is obtained about the secret key SK in an RSA public key system generated by using the secret information R and the user's first biometrics information B, and the second biometrics information B' is used to verify that the secret key SK is generated from the secret information R and the first biometrics information B.
