PURPOSE: A device and a method for controlling a remote system of an ATM(Asynchronous Transfer Mode) network are provided to allow a transmission part to transmit control information to be included in an unused area of a periodically transmitted ICP(IMA(Inverse Multiplexing for ATM) Control Protocol) cell, and to allow a receiving part to reinterpret and activate the IMA function by using the control information included in a received IMA message, so as to deliver the control information through an in-band control path. CONSTITUTION: An ICP transmission part(15) arranged in an TMN(Telecommunication Management Network) system(10) includes control information necessary for activating an IMA function of the remote system(20) in an unused area of an ICP cell, to transmit the control information to the remote system(20). In the remote system(20), an ICP receiving part(23) extracts only a cell storing an IPC(Inter Process Communication) ID in a specific area thereof among ICP cells received from the ICP transmission part(15). An ICP interpreter(25) interprets the control information included in the ICP cell extracted in the ICP receiving part(23), to re-configure an internal IPC message. And an IMA controller(27) activates the IMA function on the basis of the IPC message delivered from the ICP interpreter(25), and generates a response message according to the activation of the IMA function.
