<P>PROBLEM TO BE SOLVED: To provide a turnable developing body and an image forming apparatus capable of realizing high maintainability and high image productivity, that means, making it unnecessary to exchange developer with simple constitution. <P>SOLUTION: The turnable developing body 104 provided with a developing device 11 turnably around a turning shaft 104b is provided with a replenishing port 9 for replenishing the device 11 with the developer from the outside of the device 11, a discharge port 1 for discharging the excess developer in the device 11 from the device 11, a feeding part 5 feeding the excess developer discharged from the discharge port 1 to the outside of the developing body 104, a recovery port 2 recovering the excess developer discharged from the discharge port 1 to the feeding part 5 and a communicating part 4 for carrying the excess developer discharged from the discharge port 1 to the recovery port 2.
