PROBLEM TO BE SOLVED: To provide a private telephone exchange system which operates on a public network. SOLUTION: When a terminal 1a conducts a calling connection, the terminal 1a transmits user group identifying information, terminal identifying information and called destination identifying information to an exchange server 7. The exchange server 7 authenticates the terminal 1a, based on the user group identifying information, the terminal identifying information and stored service agreement information. The exchange server 7 furthermore detects a GW (gateway) 20 for connecting destinations from the called destination identifying information, informs of the address information of the terminal 1a to the GW 20 and the address of the GW 20 to the terminal 1a.
