<p><P>PROBLEM TO BE SOLVED: To provide a converter steel refining method with plastics as a heat source by solving problems that iron yield is degraded, [S] and [N] are stained, and the objective steel kinds and the use are limited if Fe-Si alloy or carbon such as coke is used as a heat source in the converter steel refining. <P>SOLUTION: In the converter steel refining method by using a top-blown converter 1, at least one kind of iron ores, mill scale, iron-making dust, magnetically separated powder, and cutting scraps, and plastics are blended so that the weight ratio of plastics is≥11 wt.%, and the mixture is charged into the converter from a nose 2 of the converter.
