PROBLEM TO BE SOLVED: To provide a heat storage type floor heating system using midnight electric power in high heat insulating and high air tight housing which can be installed easily with low initial and running costs by unitization, and which can uniformly heats the floor at a low temperature and efficiently heat the whole house space for 24 hours. SOLUTION: Heat is stored in a concrete layer by applying midnight power to generate heat by a sheathed heater buried in the concrete layer under a floor. The heat is emitted for heating the floor during the day and for heating the air circulating in an under floor space and an indoor space through a vent hole penetrating the floor, so that the whole house space is heated by the radiant heat from the floor and the convection heating by the heated air.
