PROBLEM TO BE SOLVED: To suppress an interior space of a passage C necessary for opening and closing small. SOLUTION: The waterproof plate device is provided with a pair of door frames 11 and 11 installed right and left of the passage C, a first waterproof plate 21 swingable in the vertical and horizontal directions, a second waterproof plate 22 connected foldably to the first waterproof plate 21, and an operation unit 40. The first and second waterproof plates 21 and 22 are folded into two, waited in parallel to the passage C upward of one door frame 11, and opened in the form of a straight line to watertightly shut off the passage C.
