PROBLEM TO BE SOLVED: To provide an improved soil capable of reducing weight by freely controlling a characteristic such as a modulus of deformation of the improved soil aimed at a treated soil, a breaking strain or the like in accordance with applications. SOLUTION: By adding a fibrous substance and a high polymer improved material to the soil free from uniaxial compressive strength, both moisture content and wet density are small in comparison with only cement hardener addition, and while having the uniaxial compressive strength equivalent or stronger in one hand, a modulus of deformation thereof makes smaller than the original modulus of deformation, and a breaking strain thereof makes larger than the original breaking strain.
