PROBLEM TO BE SOLVED: To provide a turnable developing body and an image forming apparatus capable of realizing high maintainability and high image quality maintainable characteristic that the developer need not be exchanged with simple constitution. SOLUTION: The turnable developing body 104 having a developing device 11 turnably around a turning shaft 104b has a replenishing port 9 for replenishing the device 11 with developer from the outside of the device 11, a discharge port 1 for discharging the excess developer in the device 11 from the device 11, and a shutter member 3 opening/closing the discharge port 1, and is constituted so that a discharge port surface E may be inclined from a horizontal surface when the device 11 is at a developing position P1 where it develops an electrostatic latent image.
