PROBLEM TO BE SOLVED: To provide an apparatus for creating stream data from accumulated data, by which stream data of an extremely large number of data files, such as patent information, can be created and output at a high speed. SOLUTION: A stream data creation apparatus 1 comprises a plurality of data accumulation apparatuses D1 to Dn, a plurality of buffer memories M1 to Mn corresponding to the data accumulation apparatuses, and a data control apparatus 30. The buffer memory comprises a data storage portion 21 for storing a data file and a flag portion 22 for storing a flag signal. The data control apparatus 30 comprises a data writing means 31 and a data reading means 32. The data writing means 31 reads one data file from the data accumulation apparatus, writes to the data storage portion 21 and stores a writing-completion signal in the flag portion 22 when the flag signal is a reading-completion signal. The data reading means 32 reads a data file in the data storage portion 21, outputs as stream data and stores a reading-completion signal in the flag portion 22 when the flag signal is a writing-completion signal.
