PROBLEM TO BE SOLVED: To provide a fixing unit that more accurately detects the temperature of a fixing member, such as a heat roller, than a conventional fixing unit by using a temperature detecting means, the representative example of which is a thermopile, and to provide an image forming device having the fixing unit. SOLUTION: The heat roller 40 comprises a cylindrical base-material layer 40c made of aluminum, a black radiating layer 40d, a surface layer 40e, and a heater 40b. In the heat roller 40, when heat generated from the heater 40b is transferred to a radiating layer 40d via the base-material layer 40c, a large quantity of infrared ray is released from the radiating layer 40d in comparison with a heat roller which is not provided with the radiating layer 40d. Therefore, even in the case where an infrared ray sensor is installed on the outside of a protective cover far from the heat roller, with the result that the heat roller absorbs noise components in some degree, the temperature of the heat roller 40 can be correctly detected.
