<p><P>PROBLEM TO BE SOLVED: To provide an environment monitoring system for instantaneously and continuously measuring contaminants in the air and instantaneously inform ing persons concerned or the public surrounding a plant of measurement data. <P>SOLUTION: A refuse incinerator 2 is provided in an area A for incinerating city refuse or the like in the site of an incineration yard 1 and a number of microreactor measurement communication devices 3 are installed in and around the incineration yard 1. The measurement communication devices 3 each consist of a microreactor as a sensor, a measurement device for making a value detected by the microreactor into regular numerical data, and a transmitter for transmitting data for the measurement device. In an environment monitoring center 10, a transmitter-receiver 11 is arranged for receiving and transmitting transmission data output from the measurement communication devices 3, permitting the reception of data for every measurement communication devices 3.
