PROBLEM TO BE SOLVED: To provide a transmission belt, and a method for manufacturing it, in which a fiber cord as a core wire is favorably attached to a rubber composition. SOLUTION: A fiber cord is treated in pre-treatment liquid comprising an isocyanate compound and/or an epoxy compound, and it is then treated in resorcin-formalin-rubber latex liquid comprising ethylene-α-olefin-diene copolymer rubber latex. It is overcoated with rubber cement comprising the rubber composition including ethylene-α-olefin rubber, and it is applied to an unvulcanized adhesive rubber sheet comprising ethylene-α-olefin rubber and halide olefin rubber blended at a mass ratio of 3:97-40:60. It is then laminated with an unvulcanized compression rubber sheet comprising the ethylene-α-olefin rubber composition to be tightly vulcanized to provide this transmission belt, and a method for manufacturing the same.
