PROBLEM TO BE SOLVED: To improve rise in the case of using an EC (electrochromic element) for adjusting light quantity and to reduce power consumption for driving the EC. SOLUTION: Whether or not a change of transmissivity by the electrochromic element is required is judged by an exposed light determination means, when the change of the transmissivity of the electrochromic element is instructed, applying time to the electrochromic element is determined by required quantity of the change of the transmissivity, a voltage driving means applies a voltage to the electrochromic element by the applying time and energization to the electrochromic element is turned off after termination of the determined applying time. However, the transmissivity is maintained for prescribed time even after the energization is turned off by memory characteristics of the electrochromic element. COPYRIGHT: (C)2004,JPO
