PROBLEM TO BE SOLVED: To provide an on-vehicle unit to be used for road pricing at a low cost.

SOLUTION: This road side device (2) is provided with a transmitter (2b) for transmitting an entrance notice signal (11) through a channel to be used for calling the mobile station of a traveling object communication system to the on-vehicle unit (4) mounted on a vehicle (3) entering the objective area of a road pricing. On the other hand, the on-vehicle unit (4) is provided with a receiver (4a) for receiving the entrance notice signal (11) and a charging processing signal generating part (4d) for generating a charging processing signal (13) to be used for charging processing to the vehicle (3).
