PROBLEM TO BE SOLVED: To improve light emitting efficiency of a discharge lamp such as a fluorescent lamp and a lamp and an HID. SOLUTION: When an ultraviolet ray UV<SB>1</SB>generated by exciting the mercury and a rare gas is radiated on a fluorescent material layer 12, the fluorescent material is excited and visible light V<SB>1</SB>(wave length is around 400 nm or more) is generated. A part of the ultraviolet ray UV<SB>1</SB>is radiated onto the glass tube 11 through the fluorescent body layer 12 with a thickness of less than 20μm, but because an excited light emitting component is contained in the glass tube 11, this excited light emitting component is excited by the ultraviolet ray UV<SB>1</SB>, and a near-ultraviolet ray UV<SB>2</SB>(wave length is larger than 254 nm) and the visible light V<SB>2</SB>are emitted from the glass tube 11. Furthermore, a part of the near-ultraviolet ray UV<SB>2</SB>emitted from the glass tube 11 is radiated onto the fluorescent material layer 12 and the fluorescent material of the fluorescent material layer 12 is excited by this near-ultraviolet ray UV<SB>2</SB>, and the visible light V<SB>3</SB>is emitted.
