PROBLEM TO BE SOLVED: To provide a speed change controller for an automatic transmission that can be manually shifted, determines start of switching of the speed change stage on the basis of a change in turbine rotation, and accurately determines switching of the speed change stage even when manually shifted in a state where the vehicle speed or the turbine rotation changes. SOLUTION: A control unit 30 monitors changes in turbine speed and in gear ratio for a predetermined time from manual shifting. When the turbine speed changes while the gear ratio does not change, it is determined to start switching of the speed change stage on the basis of a change in the gear ratio.
