PROBLEM TO BE SOLVED: To provide a mobile communication system wherein a receiver side terminal can inform a transmitter side terminal about it that the receiver side terminal is restored to a wireless communication available state when it happens and to provide a network controller thereof and the communication terminal thereof. SOLUTION: The network controller 4 of the mobile communication system is provided with: a storage section 41 for storing a call request addressed to a transmission destination communication terminal 1b when wireless communication to the communication terminal 1b is disabled; and a restoration notice means 43 for searching whether or not a call request addressed to the transmission destination communication terminal 1b exists in the call requests stored in the storage section 41 and informing a transmission source communication terminal 1a transmitting the call request about it that the transmission destination communication terminal 1b is restored to a wireless communication available state when the call request exists.
