A radiator channel (210) circulates cooling water to a radiator (200). If there is no function error in a water temperature control valve (WTCV) (400), temperature of pumped water (TOPW) is controlled to match that of scheduled water temperature (SWT). If the WTCV degree of opening turn is steady, then TOPW no longer matches SWT and an error is calculated between SWT and TOPW. If a water temperature control error is greater than a specified error range, a counter device is increased and an error function assessment marker is set if the amount for the counter device exceeds a specified assessment threshold level at another point of time.
