A seat belt retractor (20) has first and second energy absorption mechanisms (30, 300) each of which is selectively activated to generate first and second levels of energy absorption. A switch mechanism selects one or the other energy level and a mode shifter shifts between the first energy absorption level and the second energy absorption level as a function of the rotation of a spool of the retractor.
