A JPEG compression unit (14) performs image compression on block basis of the plurality of image data sets which have been read out by the first image read unit (13). After performing image compression by a predetermined number of blocks for each of the plurality of the image data sets, an identifier is inserted after the last block of the predetermined number of blocks.
