PROBLEM TO BE SOLVED: To provide an emulsified cosmetic low-irritant to the skin and maintaining the effect of moisture retention. SOLUTION: The emulsified cosmetic with an average particle size of 0.01-1μm, comprises a rice bran oil and/or a rice germ oil as oily components, an emulsifier in which one or more kinds of compounds selected from a group consisting of polyoxyalkylene alkyl ethers and polyoxyalkylene fatty acid esters, are main components, a polyhydric alcohol, and water.
