PROBLEM TO BE SOLVED: To provide a steering shock absorber capable of facilitating manufacture, reducing maintenance work, reducing cost, and increasing flexibility of shapes or the like. SOLUTION: This device comprises a plurality of penetrating first resin filler holes 36, a first attachment member 22 attached on a steering column side, a plurality of penetrating second resin filler holes 46 and third non- penetrating resin filler holes 48 at positions mating with the first resin filler hoes 36, a second attachment member 24 sandwiching the first attachment member 22 and attached on an instrument panel side, and a resin member which is filled in the first, second, and third resin filler holes 36, 46, 48 to connect the first and the second attachment members 22, 24. The second attachment member 24 is formed by layering and integrating a plurality of metallic plates 52a-52f by a layering press process, and the second resin filler holes are formed by metallic plates 52a, 52b having a through-hole 62 at the corresponding position, and the third resin filler holes 48 are formed by layering the metallic plate 52e having a through-hole 64 at the corresponding position, and layering the metallic plate 52f without a through-hole at the corresponding position.
