PROBLEM TO BE SOLVED: To provide the shape of wire coil bringing no generation of pressure flaw, having excellent loading efficiency at transportation, and bearing comparison with loose winding in a scale thickness and a pickling property, and to provide a manufacturing method therefor. SOLUTION: The wire coil is formed into a bobbin shape by winding hot rolled wire in a plural-steps arrangement. In the wire coil, the adjacent coils are arranged without contacting each other in the direction of coil axis, and the ring interval is within the range of the formula, 1D≤P≤1.9D (wherein, D is the wire diameter; and P is the interval between the centers of the adjacent wire rings).
