PROBLEM TO BE SOLVED: To move a rotor itself to a diameter-expansion direction of a winding shaft, when required, to receive an inner peripheral face of a core, to reduce thereby an operation amount for a locking claw of a core locking part, and to smoothly switch a rolling body from a core support condition by the locking claw to a core reception condition by the rotor, without vibrating the rolling body. SOLUTION: An air flow passage 7 is provided inside a rotary shaft 2 of the winding shaft 1, an air hole 8 is provided to be communicated with the air flow passage and to be positioned in an attaching portion of a core feed part 6 on a surface of the rotary shaft, the feed part 6 is provided with the rotor 5, a piston 11 for supporting the rotor 5, and a cylinder 12 for supporting the cylinder 11 elevatably and for supplying air from the air hole 8 to an under side of the piston, and the piston is moved by air feed from a rotary shaft 2 side to make the rotor 2 recessed downwards.
