PROBLEM TO BE SOLVED: To solve the problem that, although PCBs are regulated to store it in an owner office, the PCBs being lost by a bankruptcy and a movement of the office are much and are allowed to stand on a ground and is buried underground to contaminated soil and although a technology for detoxifying the PCBs by a chemical treatment is developed, since the PCBs are conveyed and treated in a facility after all, the facility of large scale and conveying to the facility are required and an enormous cost is required. SOLUTION: A hollow rod 1 provided with a high pressure injection nozzle 3 on a side wall is inserted into a PCB-contaminated soil layer M, i.e., an object ground. The rod is turned to ascend while a PCB treating agent is force-fed to the rod and the PCB treating agent is injected from the injection nozzle at a high pressure to crush the PCB soil.
