PROBLEM TO BE SOLVED: To provide a toilet seat sheet that can be easily located, can not be easily moved after located, does not stick to a user and is very easy to use. SOLUTION: A water-soluble or water-dispersible hot-melt adhesive 4 is applied on the reverse side of a sheet 1 made of water-soluble or water- disintegrable paper or nonwoven fabric. The sheet 1 is made nearly square and in a state of sticking to nearly the center of the sheet 1 and is provided with a nearly oval slit 2 corresponding to the shape of the opening S1 of a toilet seat S or the sheet 1 is formed into a nearly U-shape corresponding to the shape of the toilet seat S.
