FIELD: computer-aided traffic regulation. SUBSTANCE: proposed system designed for writing bills of fines imposed by policemen keeping watch on motor-car parking at unauthorized places and violation of traffic regulations has portable fine imposing device 12 available for entering data on motor-car by policeman, fine bill medium 14 made for attaching to wiper blade arm to be handed over to car owner and suited to entering it in fining device for writing data on car from portable fining device after policeman has entered respective command, and reference device 18 equipped with display and means for introducing fine bill medium in the form of chip card wherein protocol data on imposed fine is put down, as well as means for informing car owner about data related to kind of violation shown on display screen. EFFECT: provision for shielding fine protocol against weather effects and against its taking by unauthorized persons. 10 cl, 8 dwg
