<P>PROBLEM TO BE SOLVED: To provide a fuel cell system discharging the exhaust gas with high cleanliness from the time of start. <P>SOLUTION: This fuel cell system generating a power by a hydrogen-rich modified gas supplied from a reformer 3 comprises a combustor 1 generating combustion gas by burning fuel and a flow passage 41 for returning the combustion gas discharged from the combustor to the combustor through the reformer.
