PROBLEM TO BE SOLVED: To incorporate radio base stations of a radio telephone system on the line exchange base in an internet telephone system on the packet exchange base over a LAN. SOLUTION: An internet telephone network (LAN 1) is connected to a private radio base station 50 via a private radio base station line collector 10 to execute a line exchange process on a digital line 51 and a system conversion between packet exchange processes on the LAN, including a coding rule conversion of sound signals. This permits the private radio base station using a digital line on the ISDN base to be used as a private radio base station in the internet telephone network, without modification. Through the existing digital lines, the private radio base stations are fed with powers and required clock signals for the radio synchronization. Using one IP address allotted to the private radio base station line collector, a plurality of private radio base stations connected to this line collector are utilized over the internet telephone network.
