PROBLEM TO BE SOLVED: To avoid a loss of a recording opportunity in recording of an image pickup signal by avoiding a non-recordable state from turning-on of a power source of a device to a recording starting state of the device in an information recording device such as an optical disk. SOLUTION: A system controller 22 which receives a power source turning-on instruction from a switch 6 operates a power supply circuit 26 to start a drive controller 12 and a memory controller 21. When there is no disk change while a power source of the device is turned off by a sub battery 30, the system controller 22 commands high-speed start request based on information stored in an EEPROM 13 to the drive controller 12 and successively starts respective control parts 5, 11, 15 and 17 of the drive. Thus, since a start time is determined, the memory controller 21 receives a recording start request from the system controller 22 without waiting a start completion report from the drive controller 12.
