PURPOSE: A vocoder and a method for testing a bit error rate using the same are provided to execute a bit error rate test for a PCM data period and an ATM packet data period using a vocoder so as to judge the traffic transmission quality of a system on the basis of a test result, in a mobile switching system where both periods are used at the same time. CONSTITUTION: A main processor sets up call paths for specific periods, allocates vocoder resources, and forms a loop to target test devices(S901). The main processor generates a vocoding request for a specific channel or a bit error rate test request for the call path of a specific period and transmits it to a host(S902). In case that the received request is a bit error rate test request for the call path of a specific period, the host writes a test pattern data generation command to the command field of an HD comment domain in the shared memory part of a vocoding part(S905). A pattern generating/transmitting part in the test part of a DSP reads the test pattern data generation command and judges whether the command is for the call path of a PCM data period or the call path of an ATM packet data period(S906). In case that it is for the call path of the PCM data period, the pattern generating/transmitting part generates test PCM pattern data and transmits the generated data to a time switch and a pattern receiving/comparing part(S907). The time switch occupies a test channel, switches the transmitted data along the formed loop path, and transmits the data to a PCM target test device(S908). The PCM target test device loops back the transmitted test PCM pattern data to the time switch(S909).
