<p><P>PROBLEM TO BE SOLVED: To improve a coding efficiency of a device for encoding moving image data using a prediction code. <P>SOLUTION: For a vector 55 to be encoded, a distance calculating means 51 finds distance information 54 (or magnitude) of the vector. The distance information 54 is encoded by a distance coding means, and a distance information code 56 is outputted therefrom. The distance information 54 is inputted to a direction information coding means 52 together with the vector 55 to be encoded, direction information is encoded by a method suitable for the distance information 54, and a direction information code 57 is outputted.
