PROBLEM TO BE SOLVED: To provide a plate battery having improved flatness on its outer case surface, and an IC card having the plate battery built therein. SOLUTION: This plate battery 100 is provided with a separator 9, a positive electrode material 6 and a negative electrode material 5 separated each other by the separator 9, window frames 1, 3 to surround the active materials 6, 5 by placing them on the main surface of the separator 9, and collecting plates 7a, 8 to hold the active materials 5, 6 between the separator 9 and them. The window frames 1, 3 are made to adhere each other, and the window frames 1, 3 are adhered to the collecting plates 7a, 8, to form a laminated structure. The thickness of the collecting plate 7a on the negative electrode side is adjusted so that it becomes thicker than the thickness of the collecting plate 8 on the positive electrode side.
