<P>PROBLEM TO BE SOLVED: To provide a system for developing an electronic form program for efficiently develop a system for the work utilizing a plurality of electronic forms in a short period of time and bringing out an excellent result of verification of operation after the development. <P>SOLUTION: The system using an electronic form is provided with a sever connected via a network and a terminal unit. The server comprises a recording means for recording the electronic form and an electronic form container, a work preparing means for preparing the work, a compressing means for compressing the work, and a download means. The terminal unit comprises a form specification means, a download execution means, a compressed file decompressing means, a development means for customizing the work, and a verification means for actually operating the work.
