<p><P>PROBLEM TO BE SOLVED: To reduce the time, the cost and the man-power to be required to disclose information in public and to explain that information, and to reflect opinions and requests of users to a business policy to satisfy the request such as safety and comfortableness of environment by providing various environment information in a form easy to be understood by the users from an environment business organization containing water business through a communication network. <P>SOLUTION: The environment business organization 100 is provided with a means for transmitting the environment information to users 400 through the communication network 300 in response to requests from the users 400, and a means for generating the environment information by reflecting the opinions and the requests from the users 400, who received the environment information, to generate the environment information. The users 400 have a means for receiving the environment information, a means for transmitting the opinions and requests generated on the basis of the received environment information to the environment business organization 100.
