PROBLEM TO BE SOLVED: To enable a communication system of an existent meter to communicate by relaying on the Internet. SOLUTION: Provided are a meter 1 and an information terminal device 2 which can communicate with the meter 1 by radio and process file information, and the information terminal device 2 is connected to an information processing server device 3 through the Internet and has a function of downloading a contents information file provided by the server device; and a control message to the meter 1 is downloaded as a control message information file 601, whose file information is expanded to communicate the control message to the meter 1. Consequently, communication on the Internet is enabled without changing the protocol of the existent meter and the time of occupation of the communication line by a user is shortened to improve convenience.
