PROBLEM TO BE SOLVED: To protect a pantograph by disabling a hybrid railcar to travel with the pantograph uplifted, when it enters a non-electrified section. SOLUTION: A line voltage detector 15, a proximity sensor for detecting the up and down of the pantograph, and a controller 19 that actuates the brake 6 that brakes the revolutions of a wheel 4 based on the signals of both detectors are provided on an inter-premises railcar moving machine 1 that drives an electric motor 5 and charges a storage battery mounted on the railcar 2 receiving electric power from a line 7 via the pantograph 8 in an electrified section, and that drives the motor 5 receiving electric power from the storage battery 11 in the non-electrified section. If the machine 1 travels from the electrified section to the non-electrified one without lowering the pantograph, the driving of the motor 5 is stopped so that the machine 1 is forced to stop.
