PROBLEM TO BE SOLVED: To provide a method for individually controlling a plurality of mobile stations. SOLUTION: There is provided a step wherein a synthesis signaling message portion (500, 700) is formed, to include at least two segments (510, 530) (710, 730), and each of the segments (510, 530) (710, 730) contains data for identifying different user equipment (YE). (B) A channeled code (520, 720) contains data, and the synthesis signaling message portion (500, 700) contains modulation of an essential control channel exclusive for the different UE.
