PROBLEM TO BE SOLVED: To provide a supervisory camera system capable of capturing an important scene wherein an object to be detected such as an intruder exists with high image quality and transmitting the scene with high image quality and to provide a transmission method for the video signals employed for the system. SOLUTION: A camera side is provided with a buffer memory, which once records a video image with high image quality and the camera ordinarily outputs a video image with low image quality. On the other hand, the camera is provided with a function of detecting the degree of a motion of the video image, a video image with desired high image quality is selected among high image quality video images recorded in the buffer memory on the basis of the degree, and the selected high image quality video image is inserted to the low image quality video image for a prescribed period and the resulting image is transmitted.
