PROBLEM TO BE SOLVED: To provide a dither mask generating method capable of preventing a pseudo contour from being generated in the case of using a dither mask to convert N-value image data into M-value (2<M<N) image data. SOLUTION: A threshold value is set to dither masks having a blue noise characteristic so that only a particular output value (small dot) except a minimum output value (dot OFF) and a maximum output value (large dot) is not outputted with respect to a particular input value ('128') of image data in order to prevent generation of a pseudo contour when the two dither masks are used to convert octal image data into ternary image data.
