<P>PROBLEM TO BE SOLVED: To provide an ortho-photo generation method and so forth which can generate an accurate ortho-photo while preventing the increase in the processing load. <P>SOLUTION: A triangular column model generation part 40 generates a triangular column model in accordance with a three-dimensional map stored in a three-dimensional map DB 10. An ortho-photo making part 50 determines the hide relation by the triangular column model, generates an ortho-photo image in accordance with an aerial photographic image stored in an aerial photographic image DB 20 and a location element stored in a location element DB 30, and stores it in an ortho-photo making data storage part 60.
