PROBLEM TO BE SOLVED: To provide a cooling device that sufficiently reduces noise inside station premises including platforms. SOLUTION: By inputting impressed voltage data 10, position data 11, and railcar data 12 into a motor-driven blower control device 9, and by utilizing the margin of the capacity that a railcar transformer 1 has, the operation of a motor-driven blower 8 is stopped during the periods including the time when a train is at a stop at a station and even during the periods before and after the stop. Because the blower 8 can be stopped during the periods including the time when the train stops at a station and even during the periods before and after the stop, the noise inside the station premises can sufficiently be reduced.
