PROBLEM TO BE SOLVED: To suppress illegitimate copying or the like of contents in a data stream recorded on a recording medium by recording the data stream to the recording medium in a state suitable for the use in a job application.

SOLUTION: A header/payload separate means 15 separates a packet in the data stream into a header and a payload. An encryption means 16 encrypts the payload in the separated header and payload as to parts or all packets in the data stream. A header/payload composite means 18 composes the header and the encrypted payload to assemble packets. A control means 11 records the packets produced from the header and the encrypted payload to a recording medium 2.
