PROBLEM TO BE SOLVED: To safely send specific information to a decoder without destroying the blindness of data where decoding is entrusted. SOLUTION: A cryptogram C' that is subjected to blind effect and a second decoding key d2 are received from a user via an input section 11 for sending to a decoding section 15. At the decoding section 15, a modulo number (n) is taken out of a modulo number storage section 13, first decoding information d1 is taken out of a first decoding information storage section 14, R=C'<SP>d1d2</SP>mod n is calculated, and R is outputted via an output section 12.
