PROBLEM TO BE SOLVED: To enable a position server to properly locate a portable telephone. SOLUTION: A portable telephone retrieves a base station not existing a neighbor list while in an idling state, and, if succeeding in retrieval, makes a base station retrieval list including base stations existing in the neighbor list and the base station succeeded in retrieval. It retrieves the base station existing in the made base station retrieval list, measures base station signals from the base station succeeded in retrieval and transmits the measurement result of the base station signals to a position server. If the portable telephone sets a base station remote from own as a communication base station, it may transmit proper measurement results of base station signals from a base station located in a near range from own to the position server.
